The rapid change of Korean society has influenced upon the contents and method of official training. Problem-based learning (PBL) is now introduced in the official education program. This study was focused on the problem solving capacity and competency of public health personnel. The training programs of Korea Center for Disease Control and Prevention (KCDC) consisted of in-house lecture-centered learning. So we tried to do PBL in KCDC education and developed two types of PBL modules. We carried out this study by two method, one was conventional lecture method, and the other was PBL method. Through this study we concluded that PBL was good method of official training, but most trainees were not familiar to this PBL. So the result of questionnaires was not enough to explain that PBL was better than conventional in-house lecture-centered training. This study was the first PBL in official training and would provide the best way of PBL in the future.
